On October 15, 2024, the Land Transportation Office (LTO) temporarily suspended the implementation of LTO Administrative Order No. 2021-039 and LTO Administrative Order No. VDM-2024-044, which discussed the guidelines for the classification, registration, and operation of all types of electric vehicles (EVs). This action follows a legal review and directive order from the Department of Transportation (DOTr) on September 16, 2024, addressing inconsistencies and ensuring that the guidelines were tailored according to the Electric Vehicle Industry Development Act (EVIDA Law).
Among the suspended provisions includes:
1. Requirement for registration of LEVs and licensing of LEV users with the LTO;
2. Mandatory use of Department of Trade and Industry (DTI-Approved) standard protective motorcycle helmets for LEV users;
3. Delegation of authority to promulgate rules on the operations of EVs (e.g.type of roads that LEVusers can traverse) with the MMDA and LGUs;
4. All other LTO issuances that hinder the policy of EVlDA in promoting the use of EVs and sustainable energy.
